Chairman

Frank Surface

Frank Surface is the Chairman of Superior Paving Corp., leading with vision, integrity, and a strong commitment to excellence. A second-generation leader, Frank began his career working in Superior’s plants and field crews during high school and college, gaining a practical, ground-up understanding of the business. Alongside several Superior legends, including his best friend Joe Willie, and under the mentorship of his father, Bob Surface, Frank developed the leadership foundation that has guided his career. For more than 35 years, Frank has served in progressive leadership roles, including Operations Manager, Chief Executive Officer, and now Chairman. Under his leadership, Superior has grown from just 20 employees in 1976 to more than 450 employees in 2025, expanding its footprint while remaining deeply rooted in the values and culture that define the organization.

A former football player at Lenoir-Rhyne University, Frank remains involved with the school through service on the Board of Visitors and the Bears Club Board. His commitment to athletics and community includes funding the Surface Family Practice Field and the Surface Family Press Box at McCrorie Family Stadium. He is also the proud father of three adult children, including a son who played lacrosse at Lenoir-Rhyne, and grandfather to three. Frank is active at Park Valley Church and continues to serve his community through youth coaching and events such as Night to Shine, which provides prom experiences for individuals with special needs.

Known as Superior’s top quote enthusiast and a loyal Washington Commanders fan, Frank brings energy, humor, and enthusiasm to everything he does. He often jokes that he enjoys working on Saturdays and lives by the principle of “Burning 212°” in all areas of life and leadership. Excellence is the EPIC value most closely associated with Frank, though he embodies all four values daily. He deeply values Superior’s employees, remains consistently present and engaged, and leads by example with passion, commitment, and heart.

CEO

Jim Mitchell

Jim Mitchell is the CEO of Superior Paving Corp. He leads the executive team, manages key partnerships with banks, insurance providers, industry groups, customers, and vendors, and oversees real estate operations to support the company’s growth.

Jim joined Superior in 1991 as an estimator and has worked extensively with customers and bid management. These experiences reinforced the importance of trust, clear communication, and strong relationships throughout the business.

Jim is respected in the asphalt and paving community and served as Chairman of the National Asphalt Pavement Association in 2022, reflecting his dedication to the industry and Superior’s national reputation. He holds a degree in Business Administration from the University of Lynchburg.

Integrity is the most important EPIC value to Jim. He believes respect is earned through consistency, honesty, and accountability, and that integrity is essential for lasting credibility. Outside of work, Jim values humility and finds fulfillment in contributing to shared success rather than seeking recognition.

President

David A. White

David White is the President of Superior Paving Corp., where he leads the company’s strategic direction while stewarding its culture, operational performance, and long-term growth across its operations. A second-generation leader who began his career working in Superior’s plants and field crews through high school and college, David has held progressive leadership roles spanning field operations, General Manager, and executive leadership, giving him a practical, ground-up understanding of the business.  

Since assuming the role of President in 2023, he has worked alongside the Superior team to expand the company’s geographic footprint, thoughtfully integrate strategic acquisitions, invest in people and infrastructure, and reinforce Superior’s reputation as a values-based, performance-driven organization.  

David holds a degree in Business Administration and Management from Gardner-Webb University and serves in leadership roles within State and National Associations. The EPIC value that resonates most with David is Commitment. A commitment to safety, to developing remarkable employees, and to building partnerships that endure.

Outside of work, David is a devoted husband, father, and active member of his local community. He believes the greatest responsibility of leadership extends beyond the organization itself. It is about leaving people, communities, and the world around us better than we found them. 

Executive VP

David Helmick Jr

Dave Helmick is Executive Vice President of Superior Paving Corp., providing leadership and mentorship across core operational functions, including operations, marketing, shop management, QA/QC, trucking, and asphalt plant performance. With over four decades in the paving industry, Dave brings technical expertise, institutional knowledge, and steady leadership that have shaped Superior’s long-term success.

Dave began his paving career in 1984 with Tri-County Asphalt. After Superior Paving Corp. acquired Tri-County in 1991, he continued with the organization and has since held roles in billing, estimating, QA/QC, asphalt plant operations, grade supervision, operations management, Vice President of Operations, and Executive Vice President. His career reflects a hands-on understanding of the business from every angle, including field operations, plant operations, and executive leadership.

Throughout his tenure, Dave has been instrumental in Superior’s growth, including expanding from four asphalt plants in 1991 to twelve by 2025. His focus on quality, performance, and operational excellence has enabled Superior to scale while maintaining its reputation. The EPIC value that resonates most with Dave is Integrity. He believes honesty and doing the right thing, even when difficult or unpopular, are essential to earning trust with employees and customers. Dave is also deeply engaged in advancing the asphalt industry across Virginia, serving as President of the Virginia Asphalt Association, a long-time board member, and a contributor to numerous committees dedicated to improving asphalt production and placement statewide.

Outside of work, Dave enjoys golf and supporting the Washington Capitals, valuing the camaraderie and balance that come from time away from the jobsite.

CFO

Zachary Surface

Zach Surface is the Chief Financial Officer at Superior Paving Corp. He oversees the company’s finances, shapes long-term goals, and plans for the future. Zach supports Superior’s growth by improving financial forecasts, supporting key decisions, and ensuring the company is positioned for lasting success.

Zach began his career at KPMG, spending five years as an auditor focused on federal projects, which provided a strong foundation in financial oversight and analysis. He joined Superior in 2017, advancing from Accountant to Director of Finance, and was named CFO in 2024. With experience in public accounting and internal finance, Zach brings a comprehensive perspective to supporting a successful team and to helping Superior use business intelligence to make informed, data-driven decisions. He is committed to keeping the company’s values and culture central to all operations.

Zach earned both his undergraduate and Master’s degrees in Accounting from Virginia Tech and is a Certified Public Accountant (CPA). Commitment is the most important EPIC value to Zach. He believes the company’s strength comes from its people and is dedicated to supporting employee growth and safety.

Outside of work, Zach enjoys spending time with his family and supporting his children at hockey games. He has also started playing ice hockey in a men’s league, bringing the same dedication and team spirit to the rink.

VP, Central Region

Ken Arthur

Ken Arthur is Vice President of Superior Paving Corp.’s Central Region, leading operations across offices in Lynchburg and Salem, three asphalt plants, two maintenance shops, and ten construction crews. Known for his steady leadership and strong industry relationships, Ken plays a key role in advancing Superior’s performance and presence throughout Central and Southwest Virginia.

Ken began his roadbuilding career in 1994 with Marvin V. Templeton & Sons, a Lynchburg legacy paving company founded in 1954. Inspired by his father, Buck, whose career and influence sparked Ken’s passion for the industry, he developed a lifelong commitment to the work, the people, and the purpose behind building strong infrastructure.

After acquisitions by Boxley Materials Company, Marvin V. Templeton, and L.H. Sawyer Paving were consolidated into Boxley Asphalt LLC, where Ken most recently served as Director of Asphalt Plants and QA/QC before joining Superior in 2024. Throughout his career, Ken has contributed to several award-winning projects, including the VDOT Statewide Construction Award-winning Route 501 Widening through Big Island, the Madison Heights Bypass, and the National Award-Winning Route 460 Appomattox Bypass Rehabilitation project.

Ken considers his greatest professional accomplishment to be the meaningful relationships he has built with industry leaders, agency partners, and materials personnel throughout Virginia. He currently serves on the Virginia Asphalt Association Board of Directors and the VDOT/VAA Statewide Asphalt COOP Committee. Ken holds a Bachelor of Arts from the University of North Carolina at Greensboro, where he studied Biology.

Integrity and Partnership are the EPIC values that resonate most with Ken. He believes leading with humility and building trusted relationships are essential to both personal leadership and the company’s long-term success.

Outside of work, Ken serves on the Five:18 Family Services Board of Trustees and is active at Thomas Road Baptist Church in Lynchburg. An avid outdoorsman, he enjoys whitetail deer hunting, fishing, hiking, and grilling or smoking. Ken has been married for 30 years to his greatest supporter, an incredible “Woman of Asphalt,” and together they have three children, ages 21 to 24.

Michael Boyd

Mike Boyd is Vice President of Operations for Superior Paving Corp.’s Northern Region. He oversees operations across Northern Virginia and supports shop management and TPR leadership in both regions. With hands-on experience and steady advancement, Mike ensures Superior’s teams deliver consistent, efficient, high-quality work.

Mike began his career with Superior in 1991 as a laborer and tack truck operator, learning the business from the ground up. He advanced through roles including screed operator, paver operator, assistant foreman, foreman, operations manager, Director of Operations, and Vice President of Operations. This experience gives him a practical understanding of all levels of Superior’s work and its people.

Mike has led several of the company’s most significant projects, including the largest in Northern Virginia on the I-66 corridor, demonstrating his technical expertise and leadership in complex, high-impact environments.

The EPIC value that resonates most with Mike is the one that resonates most with Partnerships. He believes success comes from a one-team mindset, strong collaboration, and meaningful relationships with coworkers and customers. Outside of work, Mike enjoys hunting, RV camping, and spending time in nature, reflecting his appreciation for the outdoors and the balance it brings beyond the jobsite.
