Superior Paving is led today by the second and third generations of our founding families: Chairman Frank Surface, CEO Jim Mitchell, and President David White. Many employees share similar legacies, continuing the work their parents and grandparents started. That continuity is a defining part of who we are.

Second & Third Generations
1976
Founded on Trust, Quality, and Relationships
Bob Surface, Bart Mitchell, and Ron White set out to create a different kind of paving company, one built on trust, quality, and relationships.
1981
National Asphalt
Bob Surface and Bart Mitchell acquired National Asphalt, which remains a sister company to Superior Paving and an integral part of the broader enterprise.
1989
Bealeton Asphalt
We built our second asphalt plant in Bealeton, Virginia, entering a new market and supporting the region’s growing infrastructure and communities.
1991
Tri-County Asphalt Acquisition
The acquisition of Tri-County Asphalt doubled the size of our company, expanded our footprint with the Leesburg and Warrenton facilities, and significantly grew our Superior family.
1994
Launch of Trucking Operations
We entered the trucking business to ensure greater quality, reliability, and a steadfast commitment to delivering our customers’ projects safely and on time.
1998
Culpeper Plant Acquisition
We acquired the Culpeper asphalt plant from Lee Hy, establishing a presence in a new market and opening the door to long-term growth opportunities in a thriving district.
2005
Powell Lane Plant
We expanded into the Fredericksburg market with the construction of our Powell Lane Plant, strengthening our ability to serve a rapidly growing region.
2006
Multi-Plant Expansion
We expanded our operations through the acquisition of the Manassas, Spotsylvania, and City of Fredericksburg asphalt plants from CRH, significantly strengthening our regional presence.
2017
Bull Run Plant
We built our state-of-the-art Bull Run asphalt plant, setting a new standard for innovation, efficiency, and operational excellence.
2017
New Corporate Office – Gainesville, VA
We opened our Gainesville headquarters to anchor our TPR culture with a best-in-class shop environment and to maximize training space in support of our mission to develop remarkable employees.
2022
EZ Street Asphalt Partnership
We partnered with EZ Street Asphalt to manufacture and sell EZ Street in bulk, 50-lb bags, and one-ton sacks, utilizing a state-of-the-art robotic bagging system at our Bealeton facility.
2024
Central Region Expansion
We entered the Central Region through the acquisition of Boxley, establishing a presence in the Lynchburg and Salem markets and welcoming more than 140 remarkable employees to our family.
2024
Western Region Expansion (Kickin’ Asphalt)
We expanded into Strasburg, VA with the acquisition of Kickin’ Asphalt, positioning Superior Paving along the northern end of the I-81 corridor.
